Once I installed that as instructed by the guide, the red exclamation box went away. TL DR - the cause I found for this mesh error was because I skipped the mod '32 revolver Millenia replacer' in the STEP guide. Bringing this back from the dead, but I figured I should comment the solution that worked for me in case others find this.
